Eleanor's job is to make sure everything that should happen actually does, and everything that shouldn't never gets close enough to break something. She came to Onepark from a product ops role where she learned that 80% of chaos is just information not being in the right place at the right time. She doesn't fix chaos. She prevents it by being obsessively clear.
